The State of Indiana Medicaid & HIP Programs | Indiana Medicaid Facts & Figures

Over the past five years, Indiana's Medicaid program, including the Healthy Indiana Plan (HIP), has experienced significant growth in overall expenditures. Total Medicaid spending reached approximately $17.9 billion in State Fiscal Year (SFY) 2023, with $2.7 billion funded by the state.

This represents a 9.6% increase from the previous year, outpacing the 5.9% growth observed in both Medicare and private health insurance spending nationally. Enrollment in Indiana's Medicaid programs has also risen markedly, peaking at 2.23 million members in May 2023.
Specifically, HIP membership grew from 33.4% of Indiana Medicaid members in 2020 to 36.2% in 2022.

Despite these increases in overall spending and enrollment, specific data on dental expenditure growth within Indiana Medicaid and HIP over the past five years is not readily available from public sources. However, it's noteworthy that Medicaid reimbursement rates for dental services in Indiana are approximately 49.6% of private insurance reimbursement rates.

This rate is a critical factor influencing provider participation and patient access to dental care within the Medicaid program.

Efforts to address disparities in reimbursement have been ongoing. In 2020, the Centers for Medicare & Medicaid Services (CMS) directed Indiana to establish uniform rates for all Medicaid services, aiming to eliminate gaps between HIP and non-HIP reimbursements by 2024.

While this directive encompasses all Medicaid services, its impact on dental expenditures specifically remains to be fully assessed.

In summary, while Indiana's Medicaid and HIP programs have seen substantial growth in overall spending and enrollment, detailed information on the increase in dental-specific expenditures over the past five years is not publicly available. Reimbursement rates and policy directives continue to play pivotal roles in shaping the landscape of dental care access for Medicaid beneficiaries in the state.

As of June 30, 2023, the Healthy Indiana Plan (HIP) had 789,556 members.

However, specific data on the number of Indiana Medicaid or HIP members enrolled in dental plans is not publicly available. It's important to note that HIP offers dental benefits, with coverage details varying based on the specific plan.

Recent legislative developments may impact the Healthy Indiana Plan (HIP) enrollment. In February 2025, the Indiana Senate approved a bill to cap HIP enrollment at 500,000 members, a significant reduction from current levels.

This proposed cap could affect access to dental benefits for many current and prospective members.

For the most current and detailed information on enrollment and benefits, it's advisable to consult the Indiana Family and Social Services Administration (FSSA) or official state resources.

Dental Work | Importance of Routine Dental Care | Preventative Dental Care

Importance of Routine Dental Care  When I was in my 30s and a dentist told me I needed a few crowns , I decided to skip the expensive devices because of my meager paycheck. Besides, my teeth weren't hurting. Years later, I am paying the price in pain and costlier dental work . One of the damaged teeth that needed a crown distorted my bite, making a minor jaw-joint problem even worse. Unfortunately I'm far from alone. The price of dental care is steep for many people financially, physically and even socially, according to Marko Vujicic, chief economist and vice president of the Health Policy Institute at the American Dental Association. Vujicic said that the  majority of emergency room dental visits  were for infections that could be handled in a dentist's office. Overall, emergency room dental visits cost $1.9 billion yearly, 40 percent of which is public money, according to his institute's analysis of data from the Agency for Healthcare Research and Quali...
