Healthy Indiana Plan Update | 2025 HIP Latest

  • Some displaced members may qualify for traditional Medicaid or marketplace subsidies, but many will likely fall into the coverage gap—earning too much for Medicaid but too little for ACA subsidies.
  • Community health centers and free clinics may see higher demand, straining resources.

6. Political & Legal Challenges

  • The proposal could face opposition from advocacy groups, healthcare organizations, and federal regulators.
  • Indiana may risk losing federal Medicaid funding if the cap does not comply with federal Medicaid expansion rules under the Affordable Care Act (ACA).
